What is being done to solve the problems
MOEW, EEA and RIEW activities related to implementation and enforcement of the air quality legislative provisions
The National System for Environmental monitoring and Control carries out air quality assessment throughout the country’s territory, divided in regions for air quality assessment and management. These regions’ boundaries are defined on the basis of the existing administrative and territorial division.
· The air quality assessment in accordance with the provisions of Article 30 of Regulation No7/97 on ambient air quality assessment and management is carried out by means of available data provided by the monitoring network or, in case of lack of data, through additional activities for preliminary air quality assessment.
· According to Article 31 of Regulation No 7, air pollution reduction programs have to be developed for the regions with exceedences of the established limit values.
· In October and November, 2001 the respective municipality authorities, which are required to develop air pollution reduction programs, have been notified.
· With a view to develop timely and effective programs, Program Councils for air quality assessment and management have been established.
On the basis of the ambient air quality assessment carried out throughout the country, 35 regions (municipalities) of worsen air quality have been identified. In accordance with Article 27 of the Clean Air Act the mayors of these municipalities have been instructed to develop air quality improvement programs. “Instructions on developing improvement programs for areas with exceedences of the established limit values ” have been developed and distributed to assist the mayors and the Program Councils established by them especially for the purpose.
