Public Access to Information and Public Participation


 

Transparency and access to environmental information in Bulgaria are provided through the Internet sites of the governmental institutions, their information centres, the bulletins, reports and other publications which they release. An ever larger part of environmental information tends to be presented electronically, and this is a priority task of the Ministry of Environment and Water (MoEW).

 

The Executive Environment Agency, jointly with the Ministry of Environment and Water and with the technical support of the Austrian Federal Environment Agency, has prepared a National Catalogue of Environmental Data Sources. The Catalogue is presented in a format satisfying the requirements of the European Environment Agency. It provides information on the institutions and organizations in Bulgaria which possess environmental information, as well as specify what environmental information and registers the relevant institutions and organizations hold and under what terms they can be accessed. The Catalogue provides a full picture on the who, the where and the what of environmental information available in Bulgaria. The Catalogue is posted on the Executive Environment Agency Internet site, and there is a link to it on the MoEW Internet site.

 

Construction of a National Internet Portal providing access to environmental information is forthcoming. The portal will include the governmental institutions and non-governmental organizations in Bulgaria which keep electronic data bases and registers on the environment. A number of environmental cadastres and registers are under construction or updating.

 

Within the framework of the European integration process and in compliance with international agreements to which Bulgaria is a party, the Ministry of Environment and Water is building environmental electronic registers and data bases.

 

Bulgaria is harmonizing its environmental information systems at the international, national, regional and local level, inter alia providing public access to these systems.

 

A. Data bases and registers of technical data disaggregated by environmental media and impact factor, maintained by the Executive Environment Agency and the Ministry of Environment and Water

B. Reports and bulletins issued by the Ministry of Environment and Water and the Executive Environment Agency

C. Information on disasters and accidents

D. Environment-related laws and regulations at all levels

E. International treaties, conventions, and agreements on the environment

F. Environment-related policies, programmes and plans
