Fees

 

The Act on Limitation of the Harmful Impact of Waste on the Environment, adopted in September 1997, provides for the introduction of fees on products whose production and use leads to the generation of waste in a quantity or quality endangering human health and ecosystems.

 

A Regulation on the Requirements for Production and Placing on the Market of Batteries and Accumulators and on the Treatment and Transportation of Spent Batteries and Accumulators was adopted by Council of Ministers Decree No. 134 of 17 July 2000. This Regulation introduces fees on batteries and accumulators payable by the manufacturers and importers upon their placing on the market in the Republic of Bulgaria. No fee is charged on the exportation of batteries and accumulators. Persons who are not manufacturers of batteries and accumulators and export such products on which a fee has already been paid are entitled to claim refund of the fee from the NEPF on the basis of specific documents. The purpose of collection of these funds is to provide the NEPF with resources to finance projects for encouragement of the separate collection, treatment and/or safe disposal of unserviceable batteries and accumulators. The proceeds from these fees during the year total BGN 367,000.

 

A Rate Schedule of Fees on Pneumatic Tyres was adopted by Council of Ministers Decree No. 137 of 29 June 1999, amended and supplemented by Council of Ministers Decree No. 252 of 29 December 1999. The fees under that Rate Schedule are intended to compensate the detriment resulting from the conversion of used tyres into waste and are charged on tyres manufactured and imported for use in Bulgaria. Different rates of the fee apply to new tyres, recapped tyres, and second-hand tyres. A higher fee is charged for use of second-hand tyres because they take shorter to turn into waste. The proceeds from the fees are credited to the NEPF. Until the end of 2001, proceeds totalled BGN 2,117,000.

 

In accordance with the requirements of the Water Act, a Rate Schedule of Fees for the Right to Water Use and/or for Authorized Water Body Use was adopted by Council of Ministers Decree No. 154 of 28 July 2000, effective 1 January 2001. This is an annual fee payable by the holders of water use permits and by the holders of water body use permits. The administration of the fees is related to the permits system under the Water Act. The proceeds are credited to the NEPF and are spent on financing of construction of treatment plants. For 2001, proceeds amounted to BGN 2,295,000.
