Integrated Pollution Prevention and Control

 

The Integrated Pollution Prevention and Control (IPPC) is a regulatory system using an integrated approach for the control of the environmental impact of certain industrial activities. It includes establishment of appropriate control of industry for environmental protection through a single permit. Integrated permits set the requirements for using the best available techniques (BAT) through which environmental quality norms are achieved.

 

Through Chapter 7 “Prevention and Limiting of Industrial Pollution – Section II “Integrated Permits” and Section II “National Eco-management, Audit and Eco-label Award Scheme” of the newly adopted Environment Protection Act published September 2002 for the first time Directive 96/61/EC concerning integrated pollution prevention and control (IPPC) is transposed into Bulgarian legislation thus creating legal basis for the implementation of the following EU regulations:

·   Regulation (EC) No 761/2001 allowing voluntary participation by organisations in a Community eco-management and audit scheme (EMAS)

·   Regulation (EC) No 1980/2000 on a revised Community eco-label award scheme.

 

 The Ministry of Environment and Water issued 12 pilot integrated permits (IP) to large industrial enterprises within the chemical, metallurgic and pharmaceutical subsectors, namely Solvey Sodi JSC, Himko JSC - Vratsa, UMICOR JSC - Pirdop, Lead and Zinc Combine - Kardjali, NFMIW JSC - Plovdiv, Sviloza JSC - Svishtov, Promet JSC - Bourgas, Orgachim JCS - Rousse, Stomana Industry JSC - Pernik, Biovet JSC - Peshtera, Sopharma JSC - Sofia and Neochim - Dimitrovgrad with the aim of making way for the introduction of the integrated permit regime and in pursuance of a condition to the Environment and Privatisation Support Allowance Loan (EPSAL).

 

The main objectives and priorities in the field of Integrated Pollution Prevention and Control as well as of voluntary participation are:

·  Issuing of integrated permits (for an average of 70 installations per year) for the period from 2003 through 2008 according to the schedule set forth by legislation, as well as issuing of integrated permits for new installations.

·  Elaboration of National Guidelines for determining the Best Available Techniques for sectors subject to IPPC;

·  Education of all participants in this process with regard to the preparation of application forms for issuing of integrated permits, inspection and verification of application forms, re-inspection, modification and control on integrated permits;

·  Establishment of a National Eco-management and Audit Scheme, registering organizations and keeping of a register;

·  Establishment of a National Eco-label Award Scheme, awarding eco-labels to products and keeping of a register.
