 Conclusions and recommendations

The three central objectives for municipal waste management included in NEAP reflect realistic national priorities.  But only the first is in the very initial stage of being recognized as being applicable, and so far only in the municipality of Chisinau.  However, each of the three objectives needs to be elaborated and enforced in separate and detailed programmes.
Safe storage of toxic pesticide waste should indeed be a priority, but incineration as an option is uncertain, since the plans for building an incinerator are uncertain.  Possibly a solution involving a number of (neighbouring) countries could be found with the support of the international community.
 The two other recommendations accurately reflect the existing priority needs in industrial waste management, but there is too little emphasis on waste minimization and cleaner production.
The variety of legal instruments relevant for waste management and stemming from different periods does not form a coherent set of references. There is an urgent need to develop a consistent, realistic legislative system of practice-oriented regulations concerning cleaner, waste-minimizing  production and waste management.  A basis for developing modern instruments of policy and management, a national waste strategy should be established and approved as soon as possible.
