About this report
Some times ago the frames of the environmental reports (SoEs) were very constrained, while institutions have just started to develop and distribute comprehensive environmental reports for decision-makers and public. Today, many governmental, public and international organizations use the most recent developments in digital technologies and the results of previous scientific and technical achievements to prepare detailed and conspicuous environmental reports on the paper and electronic media, including INTERNET.
One of the pioneers in this field is considered to be Norway, which for the first time presented its digital environmental report at the Conference on environment and development held in Rio de Janeiro in 1992. Since then, Norway is one of the leaders in this field. Center UNEP/GRID-Arendal was founded under the joint agreement between UNEP and Norway’s Government and it has achieved a significant success in preparation and presentation of environmental information on electronic. It functions together with other UNEP/GRID centers worldwide.
Lately, the concept of the environmental information representation, which is based on the 3 basic elements, has become very popular: (1) pressures - human activities that put pressures on the environment in different ways, (2) state - status of quality and quantity of natural resources and (3) responses – legislative, technological and other measures to minimize environmental damages and adverse effects of anthropogenic activities.
Recently, along with national environmental reports, regional reports like Aral Sea State of the Environment report, European State of the Environment report, dozens of action plans and global reports like GEO-1, GEO-2 and GEO-2000 have been successfully prepared.
Tajikistan joined the UNEP/GRID-Arendal’s initiative on the development of national electronic state of the environment reports in 1997, and it has been actively participating in this process since then. Now Tajikistan achieved great successes in the field of construction of electronic environmental information, including electronically based national state of the environment report, series of thematical reports, maps, figures and databases. International collaboration greatly contributes to the usage of new devices and methods and significantly advances report development.
This version is the second reviewed and edited report on the state of Tajikistan’s environment, which is stored on electronic media (floppy, CD). First electronic report was presented in June 1998 at the Pan-European Conference of Environmental Ministers held in Aarhus (Denmark). Afterwards, new second report edition has been completed, taking into consideration original innovations and comprehensive review of environmental issues as well as updated ecological information obtained from different sources during this time.
The report contains seventeen environmental issues, country’s background information, socio-economic development review, references and sources of information, collection of maps and graphics. Description of each environmental issue is followed by the international indicator concept: pressures, state and responses. The environmental indicators used in this report are based on the national priorities and in many respects meet the demands of UNCSD, EIA, UNEP, and OECD for environmental information.
