Basing on the results of scientific researches and recommendations of the UNEP and World Meteorological Organization, a decision on the reduction of production and consumption of ozone depleting substances and their replacement by environmentally sound chemicals was adopted at the global level. As a result, the Vienna Convention on the Ozone Layer Protection was signed, and the protocols on quantitative commitments were adopted.

Tajikistan joined the Vienna Convention in 1996 and the Montreal Protocol on substances that deplete ozone layer in 1998. At the moment, certain measures are being undertaken to conduct inventory of ozone depleting substances and develop the action plan for their replacement and technical re-equipment. The National Programme on phasing out of ozone depleting substances is developed. Within the programme, projects on reducing CFC-12 consumption for refrigerators production and building institutional capacity are being realized. The consumption of ozone depleting substances in 2002 has reduced by 6 times comparing to 1992.
